In addressing the DD issues, the main component being the provision of equal access and opportunities, many elements need to be looked into to ensure that the program will meet its objectives and targets. It cannot be implemented by a single entity but a concerted effort by various entities and agencies. Hence there are many parties involved during its planning and implementation stage. However the most important player in the whole exercise would be the Government which would be the driving force behind the entire program. Whatever role the partners play, whether it’s major or minor, they bring along with them their expertise, knowledge and technology for the benefit of the underserved communities.
